In a large bowl, combine the ground pork, scallions, soy sauce, garlic, ginger, sesame oil, mirin, white pepper, and Napa cabbage. Mix until everything is evenly combined, but don’t overmix!
Line the bottom of a baking dish with a layer of wet wonton wrappers in an even layer. Spread a thin layer of the pork mixture on top.
Repeat the layers: wet wonton wrappers, pork filling, wonton wrappers, pork filling. Keep going until you use up the filling, ending with a layer of wonton wrappers on top.
Place in a steamer on the stovetop, cover completely, and steam for 25 to 35 minutes until the pork is cooked through and the wonton wrappers wilt.
Top with soy sauce, scallions, chili oil, and toasted sesame seeds. Slice, and serve!

Pork substitutions: You can use ground chicken or turkey, or substitute a vegetable-forward mix of mushrooms, tofu, carrots, and cabbage.
Prep: You can prepare the pork filling ahead of time and assemble to steam when ready to eat.
Storing: Store any leftovers in an airtight container in the refrigerator for up to 3 days.
Reheating: Reheat in the oven at a low temperature to ensure it doesn't overcook, but just warms through gently.
